Position Title: Assistant Superintendent of Operations
Under the direction of the Superintendent and in collaboration with other District
Administrators, the Assistant Superintendent of Operations shall assist the Superintendent in providing leadership, vision and strategic direction for the programs and personnel involved in the operational areas of Business and Finance, Transportation, Human Resources, Safety, School Nutrition, Facilities & Grounds and Athletics and Activities.

SUMMARY:
The Assistant Superintendent of Operations, reporting to the Superintendent and peer to the Assistant Superintendent of Teaching, Learning & Equity, serves as the district's Chief Operations and Finance Officer and is responsible for providing leadership, vision and strategic direction for the programs and personnel involved in the operations of Business Services, Transportation, Human Resources, School Operations and Safety, School Nutrition, Athletics and Activities, and Facilities & Grounds departments. Most importantly, the Assistant Superintendent takes a lead role in advancing the mission missing and vision of the school district to ensure smooth and efficient operations and strategic deployment of resources.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
- Provides leadership and strategic vision to operational departments to support and ensure alignment with the District's strategic framework and annual goals. This includes developing metrics for key performance outcomes, benchmarking best practices, and identifying and developing plans for improvement.
- Develops and supports systems and measures to collect, monitor, evaluate and report information for key performance indicators in all operational departments, and compliance with legal, financial and district requirements.
- Ensures that the district's fiscal and business activities including short or long-term strategic planning, preparing the annual budget, forecasting income and expenditures, projecting staffing needs, and ensuring that allocations are accurate and meet the strategic needs of the district.
- Ensures that district personnel processes and policies (e.g. hiring process, compensation, classification, staffing allocation, benefits, onboarding, etc.) meet the district workforce goals and comply with licensing, legal and administrative requirements.
- Ensures that district facilities are maintained in a manner that supports the preservation and stewardship of the district's capital investment and oversees the operation, use, renovation, and construction of new and alterations to existing district facilities and grounds.
- Ensures that the district school nutrition program consistently meets the mandated nutritional needs of students and complies with mandated health standards while operationally remaining financially solvent.
- Ensures that athletics and extracurricular/co-curricular activities serve students well and maintain compliance with WIAA, Title IX and other state laws, rules and regulations relevant to interscholastic athletics. Serves as the district's Title IX coordinator.
- Ensures smooth school operations through the development of appropriate district policiespolies and procedures, efficient implantation of those policies and procedures, and proper handling of concerns from the community.
- Advocates for and ensure operational equality in all district programs and services.
- Manages the alteration, rehabilitation and/or construction of school facilities in conjunction with architect and other planning consultants in accordance with plans and specifications approved by the School Board, including facility improvements to address safety and security.
- Coordinates efforts of the school sites and district departments to assure safe and healthy facilities and environments for students, employees and community members.
- Monitors plans for emergency preparedness and post emergency operations for schools and the district, collaborates closely with community entities and municipalities, including EMS, law enforcement, county health, fire departments and others.
- Coordinates the district response to district-wide or community –based crisis events, facilitating the work across departments and ensuring logistics and internal communication.
- Reviews all functions within all operational departments regularly to determine cost effectiveness of services provided to provide maximum value for invested funds.
- Works with business office staff to ensure safe and effective student transportation policies and practices. Monitors road conditions and provides recommendations to the superintendent concerning school closings during emergencies and/or inclement weather.
- Collaborates with members of the school board, business, parents/caregivers, community leaders, and agencies to develop partnerships that support students and the district's mission and increase district effectiveness and efficiency.
- Evaluates annually direct report administrators.
- Ensure appropriate supervision of state leaders based on Board monitoring reports, balanced scorecards, and 100-day plans through coaching and feedback of principal evaluators and other department directors.
- Serves as the district records custodian.
- Facilitates ad hoc task forces and/or committees as assigned which include multiple members of the school community to address systemic issues of the school district.
- Utilizes effective communication and collaboration skills between and among various areas of the organization to maximize service delivery, program development, and customer satisfaction in assigned area of responsibility; demonstrates effective interpersonal skills in relating to staff, the School Board, and community members.
- Ensures all departmental personnel respond with great customer service to parent/caregiver or community member or school needs, concerns or complaints regarding operations.
- Supports the superintendent in overall administrative efforts; communicates ideas and decisions to staff and the public; and keeps the superintendent informed of pertinent developments and events.
- Serves as a member of the senior leadership team, participates in school board meetings, and performs the duties of the superintendent in the event of their absence according to District Policy CI.
- As a member of the senior leadership team, positively represents the district in the community.
SUPERVISORY RESPONSIBILITIES:
This position supervises the following positions: Director of Business & Finance, Director of Human Resources, Director of Facilities & Grounds, Director of Nutrition and Athletic and Activities Director. This position also participates in the supervision of the Director of Student Policy and School Operations and the Director of Systemic Equity and Inclusion. Other supervisory tasks will be performed assigned in accordance with district's policies and applicable laws.

EDUCATION and/or EXPERIENCE:
Master's or advanced degree in educational leadership or business; prefer Superintendent's license and experience as a school principal.
Minimum of eight (8) years of experience as an administrator which provides the required knowledge, skills and abilities for this position.
Specific experience in the areas of Finance, Human Resources or Operations is preferred along with a thorough knowledge of the functions and operations of a public school (K12) system, including the use of technology to maximize efficiency and effectiveness.
COMMUNICATION AND LANGUAGE SKILLS:
Ability to effectively exert influence and gain consensus at all organizational levels, with internal stakeholders as well as external constituents. Proven skills and experience in strategic planning, communicating a vision and goals to others and effectively implementing action plans throughout an organization. Demonstrated skills critical for managerial success including leadership, decisiveness, flexibility, sound business judgment, and highly developed personal, analytical and communication skills.
MATHEMATICAL SKILLS:
Experience in developing and managing budgets for large organizations. Commitment to maintaining high standards and increasing accountability for results at all levels.
ANALYTICAL AND REASONING ABILITY:
Ability to evaluate school principals. Ability to think strategically as well as tactically to make sound decisions. Current knowledge of best practices in performance excellence and continuous improvement strategies. Demonstrated skills in consensus-building and mediation in order to constructively address employee and community conflicts.
OTHER SKILLS AND ABILITIES:
Ability to set and meet high standards of customer service and developing an operational team that embraces a culture of both quality and service.
Successful experience in unifying, motivating, developing, supporting, empowering and trusting a high performing team of administrators, principals and support staff.
Experience in administration of non-instructional operations including transportation, food services, technology, facilities, and/or student support (nursing, counseling, etc.).

CERTIFICATES, LICENSES:
Possess and maintain or be eligible to hold a current Wisconsin Department of Public Instruction Administrative licensure. Superintendent License is preferred. Valid driver's license.

Shall complete a physical examination as required by Wisconsin Statute 118.25.
